Mathews returned home early during the ODIs with a right hamstring injury that has continued to hurt him since January last year.
Test captain Dinesh Chandimal, who took over the ODI captaincy from Mathews will lead the side in the two games on the 15th and 18th February.
Chandimal last played a T20I game in January 2017 against South Africa in a similar scenario as Mathews picked up a hamstring injury during the T20Is.
